engrossed and enrolled copies to the Lieutenant Governor's office for

"An Act relating to training and certification of fire services               
personnel; relating to certification of fire services training                 
programs; and providing for an effective date."

In signing this bill, I note it does not take effect until July 1, 2000, at    
which time I will make appointments to the Alaska Fire Standards               
Council.  The Department of Public Safety estimates the annual cost            
to operate the council at about $165,000 beginning in fiscal year 2001.        
I expect the Legislature's support for establishing this council is            
indicative of its intent to fully fund the cost of its operations.  I know     
the Legislature did not intend for this important Council to be funded         
at the expense of other Department of Public Safety programs.  I               
anticipate the Legislature will provide the necessary additional funds         
for the Council.
